Rocky River is a 1,120 single-family home community with amenities, being developed by Kolter Homes. This Cresswind community is an age-restricted, 55+ active adult community in Locust, North Carolina, about 45 minutes from Charlotte, North Carolina.
Rocky River follows 13 successful Cresswind communities developed by Kolter Homes, including Twin Lakes Georgia. Each of these projects is either completed or currently under construction, with more than 5,800 homes already built and turned over to buyers. Kolter Homes has proven experience delivering single-family home communities on time and on budget. Rocky River will build on this successful track record.
The Rocky River project continues to make steady progress across both the North and South sections of the site. In May, construction teams fine graded all lots in Phase 1 Map 1 and installed stone on all Phase 1 roads on the North side. Water main installation was also completed in this area, with paving of approximately half the roads underway. A new construction entrance was also completed on the North side, helping to redirect traffic from the main entrance and enhance on-site safety.
On the South side, crews continued sewer installation and rock blasting efforts to further prepare the area for upcoming development phases.
Looking ahead to June, several important developments are scheduled. Final fine grading will be completed for the remaining lots in Phase 1 Map 2, and road paving will resume and finish on the North side. Plat recording for Phases 1A and 1B is also expected. Offsite utility work will begin, including clearing the right of way and starting installation of the offsite water main along Coley Store Road.
Crews will begin storm drain installation and continue sewer work and rock blasting on the South side. In addition, construction will commence on the road widening of Bethel Church Road at the site entrance, along with an open cut across the roadway to connect to water and install the sewer force main.
With critical infrastructure continuing to take shape, Rocky River is on pace for vertical construction to begin in the near future. Stay tuned for more updates as the project moves forward.

Rocky River is targeting a fast-growing and affluent buyer segment—aging baby boomers. With an industry average move-in age of 72, the active adult segment sits at the forefront of the baby boomer wave. Historically, 55+ age-restricted communities command strong premiums over market-rate housing. Moreover, because residents are typically homeowners with significant equity in their previous homes, they have greater purchasing power.
Baby boomers are the wealthiest demographic in the United States, owning a reported $18 trillion in housing wealth—more than triple that of millennials. With ample savings and home equity, many of these seniors make substantial down payments, and often buy new homes in cash. Because Rocky River strategically targets these buyers, it will remain resilient despite elevated interest rates.
